Development of Japan's Medical Care Plan and its Lessons for Korea

Abstract
South Korea and Japan, both have experienced an increase and maldistribution in the hospital bed supply, and have a ¡®Planning¡¯ as a policy tool to solve the problems has been adopted. South Korea¡¯s ¡®Hospital bed supply and demand Plan¡¯ is in a stalemate, While Japan``s ¡®Medical care plan¡¯ is improving to the type of ``Care Planning`` from the type of ``Capacity Planning``. It is not clear whether the ``Medical care plan`` is effective to achieve the intended objective in Japan. However, the number of beds are decreasing in Japan. The Japan government has supplemented a policy, with technical and financial assistance for each regional government, and has obtained the consensus of the stakeholders. This conveys a strong implication to the South Korea``s situation that has delivery system failure and over-supplied hospital bed.
